David A. Tapp
Judge, U.S. Court of Federal Claims
David A. Tapp serves as a judge on the U.S. Court of Federal Claims. Judge Tapp was born in 1962 in Lexington, Kentucky. He received his bachelor's degree in 1983 from Morehead University, his master's from Chaminade University in Honolulu in 1991, and his juris doctorate from the University of Louisville in 1993. After law school, Tapp served as an assistant commonwealth attorney for several years before opening his own law practice in 1996. In 2005, he successfully ran for the position of judge on the 28th Circuit Court of Kentucky. He was re-elected in 2014 and served on the circuit court for another five years. On March 1, 2019, President Donald J. Trump nominated Tapp to become a judge on the U.S. Federal Court of Claims to fill the vacancy left by Lynn J. Bush. The Senate confirmed Tapp's nomination on November 5, 2019.
