Walter Evans
Walter Evans was the first District Court judge for the Western District of Kentucky. Evans was born September 1842 in Barren County, Kentucky, and he was admitted to the bar in 1864. Evans was elected to the Kentucky House of Representatives in 1871 and to the Kentucky Senate in 1873. President Chester A. Arthur appointed Evans as Commissioner of Internal Revenue on May 21, 1883, a position he served in for nearly two years. In 1899, President William McKinley nominated Evans to a seat on the United States District Court for the District of Kentucky vacated by Judge John W. Barr. Evans was reassigned to the newly created Western District Court of Kentucky in 1901 and served on that court until his death on December 30, 1923.
